I have been asked by colleagues to circulate the following message which should be of interest:
A team from ITS Leeds together with Andrew Last (Minnerva) and Phil Goodwin (UWE) has recently completed a major review of concessionary travel in England and the reimbursement arrangements for the Department of Transport. The 300 page report is now available in book form, and can be ordered via www.its.leeds.ac.uk/concessionaryfares. It includes chapters on fares, pass utilisation patterns from two Smartcard areas, concessionary travel patterns in the National Travel Survey, an elasticity model from the Department's STAT100A data, the plausible shape of the concessionary demand curve, a telephone survey commissioned for the study, evidence on the additional costs of carrying generated traffic, and a synthesis report. The report is the most up to date compendium of work on concessionary bus travel patterns and their economics and finance and forms essential background to the revised guidance recently issued by the Department.
