What has been happening is a very old tactic: a service is deliberately run
down (in the case of the libraries stock is sold off, opening hours are
reduced, management begin promoting policies that undermine the identity of
the libraries etc ) with the result that numbers of users fall and that then
justifies closure. It's used throughout private and public institutions and
companies over and over again.
