The ukoer tag was originally intended simply to identify stuff relating to the JISC / HEA OER Programmes. If other folks want to use it that's grand. No reason why "oer" or indeed any other tags can't be used too. I wouldn't read too much into the "uk" bit.

It's true that the OER Pilot Programme did focus on getting stuff out there. Although it also aimed to raise awareness of oer and embed sustainable practice. It's a starting point at least and hopefully one that will in some small way help the "concept of open" to flourish.
