Hi James,
There aren't any stand flash specs. It depends all depends on many
things. Your user, what/who is your user, what kind of equipment your
typical user has. What is your organisations accessibility guidelines
etc.
For example, the BBC are now asking for flash player 10 as the base
line player however, 2 years ago they were still targeting FP8. They
ask for it to work in all the latest browsers and down to IE6. In
terms of Accessibility, you must have keyboard tabbing and screen
reader accessibility unless there is a reason why this can not be
implemented. If this the case, then lots of form filling in a meetings
has to happen.
Just looking, you have found the BBC guidelines, they are a good
starting point, but do asses your own organisations priorities too.
