Tis true, it's not dead yet, and for many things (eg accessing output from a
user's camera or microphone), there's no widely implemented javascript API
for. Yet. [1]

The WHATWG recently announced [2] that they were moving to an 'unversioned'
model of development, so they will never produce a single 'approved
standard'. That said, the W3C will still continue its standardisations
process for 'snapshots' of the specification. However, the idea behind the
move from 'HTML5' to just plain 'HTML' is designed, I understand, to
emphasise that you don't need to take an all-or-nothing approach to adopting
the new features, but can instead start using them as-and-when they become
widely adopted by browser vendors (and hence users).
Apologies for dragging this thread off-topic somewhat.
Still interested in whether anyone's started developing HTML/CSS/javascript
based applications for kiosks - with judicious use of caching strategies, it
may prove to be as slick as Flash, and might offer some development
advantages?
