Yes, it looks like the rug-making tool used to thread strands of wool through the base material that would eventually make up a rug. I remember my grandmother using a similar tool when making her rugs.

Hi Charlotte here are the images for my mystery hook. I've done a search for 'clippy mat hooks' but I think clippy mats were made with a prodder not a hook
