Chris, you are obviously having a bad day. I'm on holiday so I must be more relaxed because when I look at http://goc.grid.sinica.edu.tw/gocwiki/glite-APEL I see lots more about yaim - e.g.
2. Configure the glite-APEL node withYAIM.
You need the following variables in your site-info.def
MYSQL_PASSWORD=
SITE_NAME=
CE_HOST=
APEL_DB_PASSWORD=
MON_HOST=
MYSQL_PASSWORD is the root password that you set up when installing/configuring MySQL.
APEL_DB_PASSWORD will be the password for accessing your database with username "accounting".
MON_HOST is the hostname of the glite-APEL node.
The wiki also has many examples of error messages and possible solutions (some of them thanks to Alessandra and others) .

That's not a segment of the instructions, that's the whole of the
instructions!!!

Clearly this is software that is well documented and production quality.
