In 2008 Oxford University Press, Cambridge University Press, and SAGE
Publications sued Georgia State University (GSU) and it is still in the
court. While this isn't in the UK it is still an important case. The
publishers are not seeking monetary damages but if they are successful
it would set a very important precedent on Fair Use in the USA. If the
publishers are successful in the USA I could imagine that they would try
the same in other large markets, such as the UK.
