I think hr.srce.RGMA-CertLifetime is the test for MON/R-GMA. I remember that this sometimes failed when tomcat ran out of memory. A restart typically helped.
However, I think the only tests for an APEL node should be APEL_Pub and APEL_Sync, which you both seem to pass:

Did you change the node type from MON to APEL in Goc? In other words, is this your old mon box? Nagios probably doesn't loose the old entries (I guess the test isn't executed anymore? Whats the last check time?).
