Thanks for the information Brunella but nonetheless entering either the file name, as supplied by you, directly into Google, or indeed following Charles' entirely accurate link work equally well in this instance.
My point was that you were both correct. All it takes to prove that, is to try them both.

file name is not a searchable field in Google even if sometimes it works.
A field search that works with Google is
allintitle: "twitter policy"
Omit the " " to widen the results.
It give you web pages where the words are both in the title - id est, Twitter policies from Dprtmnt of Health, Home Office, BIS, etc
Knowing the name of the file (twitter_policy_20100204.pdf) and the source (ICO) the best way to search for it is with the ICO's own search engine available at
http://www.ico.gov.uk/global/search.aspx?
