What exactly do you mean by "not working" when you lowered to concentration?
Did you lower the complex concentration and at some point you got
- no precipitation at all
- no crystals but aggregate precipitation
- something else?
You also do not mention that you tried lowering the precipitant concentration.
In case you did, the same question as above applies.
In case that you got to a point (by lowering the precipitant concentration) with
no precipitation at all (clear drop) you could also try seeding.
