Subject: Future of Public Bodies (Quangos) affecting Archives
The Cabinet Office released this morning the Coalition Government's
proposals for the reform of public bodies. Proposals which materially
impact on archives are as follows:
A) PUBLIC BODIES OF DEPARTMENT FOR CULTURE, MEDIA AND SPORT
BRITISH LIBRARY: Retain on grounds of performing a technical function
which should remain independent from Government
MUSEUMS, LIBRARIES AND ARCHIVES COUNCIL: Abolish body and transfer
functions, as previously announced
NATIONAL HERITAGE MEMORIAL FUND/HERITAGE LOTTERY FUND: Retain on grounds
of performing a technical function which should remain independent from
Government
REVIEWING COMMITTEE ON THE EXPORT OF WORKS OF ART: Retain on grounds of
performing a technical function which should remain independent from
Government
B) PUBLIC BODIES OF MINISTRY OF JUSTICE
ADVISORY COUNCIL ON HISTORICAL MANUSCRIPTS: Merge with the Advisory
Council on National Records and Archives*
ADVISORY COUNCIL ON NATIONAL RECORDS AND ARCHIVES: Retain on grounds of
performing a technical function which should remain independent from
Government
ADVISORY COUNCIL ON PUBLIC RECORDS: Merge with the Advisory Council on
National Records and Archives*
THE NATIONAL ARCHIVES: Retain on grounds of performing a technical
function which should remain independent from Government
* In practice, these two bodies are already operationally merged with
the Advisory Council on National Records and Archives
