The only ones flying aerial photography of that area of Vietnam at that time would have been the American, before they withdrew, the Vietnames themselves or the Chinese at the time of their brief border war with Vietnam. Getting anything out of the latter two is virtually impossible, which just leaves the Americans. Another problem may be that the Sapa Valley itself was not a major strategic target, even at a time when the Americans were bombing anything worth bombing in North Vietnam, so cover might not be comprehensive. The only ones who could tell you if photography was taken, and if it is still available, are the Americans. The National Geospatial-Intelligence Agency is a good place to start.
