sla_RCC calculates TDB-TT, in seconds, for a given TDB (TT is more
than close enough for all practical purposes) and geographical
location. If you just set it for geocentric it's always within a
couple of microsec.
Only worth using if your "specific objects" are pulsars. Maximum
different wrt TT is 1.7 ms.
To convert UTC to TT you can call sla_DTT, which knows about leap
seconds as well as the 32.184s offset between TAI and TT.
