Make sure readers are aware of this possibility right from the start;
this can be done by including a statement in the library guide, users'
charter, membership form, or some other suitable document which you give
to all new users. And check with your Finance Department how they're
going to handle the matter at their end! We've been given to understand
deducting costs from the salary is a complicated procedure.
Our experience is similar to Zena's in that the books tend to reappear
when we send a final email explaining what the charges are...
