From what I understand after chatting to BoB people, essentially, you should assert the BoB entitlement for those users based in the UK. I.e normal everyday students based in the UK should get it, students who reside in Dubai but do a distance learning course with your institution should not get it.
This is then completely independent from the question of where that person is *right now* (i.e. is it a normal UK based student who happens to be accessing the resource while on holiday in Paris), which is an access restriction usually enforced by the service using IP geolocation stuff.

P.S. BoB is very aware that their entitlement is not a valid URI/URN and thus falls outside of the schema. There are different ways of sorting this out in a way that wouldn't impact on service for those who are already asserting the non-standard value; options are being considered.
