The originator of Turnitin stated at Newcastle two years ago that it had 
been always intended as a teaching tool, thus multiple submissions 
should be allowed. However, my experience is that most students are not 
well enough organised to submit early enough to read their report and 
resubmit. Also, a paper from that conference (the 3rd International 
Plagiarism Conference) suiggested that reading reports and resubmitting 
doesn't actually teach them anything.
