Lorrain, one of the most useful compendia of horse measurements by breed,
including both bones and live dimensions, and representing a data set of
over 5,000 animals, is contained in the appendices of:
Willoughby, David P. 1974. The Empire of Equus. A.S. Barnes & Co.
It's out of print, of course, but a used equestrian book specialist, or
even Amazon.com might find you a copy. -- Dr. Deb
