Thanks to Crispin for raising the profile of the Highland HER website.
The website is a key tool for our service, in terms of providing those
often several hours away from our offices with a solid, robust platform
to search the HER, and to access not only our basic records, but full
reports for fieldwork undertaken, as well as vast numbers of photographs
etc.
The need for digital copies of reports, and for their subsequent
publication online is a condition of the brief.
As regards our online publication policy, Slyvina has drafted the
following
Acceptable
* Almost any material submitted as part of the planning process
(see below for exceptions)
* Most material submitted as part of other archaeology casework
(see below for exceptions)
* Photographs, including external photographs of all buildings and
internal photographs of unoccupied buildings to be demolished/renovated
* Manuscripts where author's permission has been obtained,
redacted where necessary (permission generally assumed where information
has been submitted by the author with knowledge of online HER)
* Correspondence in some cases (where thought necessary), suitably
redacted.
Not acceptable
* Crown copyright material (eg Historic Scotland, Forestry
Commission, RCAHMS)
* Correspondence in most cases, including emails
* Newspaper articles
* Offprints or other journal articles - where these are available
online links are provided instead
* Draft reports unless permission has been given, or full report
not forthcoming
* Commercially sensitive reports eg pre-planning
* Internal photographs of occupied dwellings
We treat all material on a case by case basis, however, and decisions
are taken in consultation as necessary.
The fact that you can directly access such a huge number (23,123 at last
upload) of digital files on the Highland HER website, represents part of
its major appeal. Also being responsive, including updating the site
regularly - every 2 weeks! - so that people can see their own records
online, with attached media, is brilliant. Having worked previously on a
major web-based project, the key question people ask is, Yes, that
record is interesting, but where is the full information?
Delivering this up front does pay in the long run in terms of the time
taken dealing with requests from the public that can be deferred to the
website.
I know this is slightly off topic, but a useful discussion point that
needs raising in the HER community.

In relation to existing efforts to make grey lit available, and the
comments about whether/how to respond to requests for reports, people
might be interested to check out the Highland HER web site
<http://her.highland.gov.uk/> , which makes available online every*
report and document that comes to the HER. These can be accessed in a
number of ways within the site:
* They are linked to the relevant monument records, which can be
found by simple or advanced searches or through an interactive map.
* They are linked to the relevant Event records, which can be
found through the interactive map.
* They are listed on a "New fieldwork reports" page

regularly updated by the HER officer.
* And the same info is re-cut in a slightly different way on a
"New sites" page

And running a public interface like this is reasonably easy to achieve
for any HER (though the current finance situation is not likely to help
implement any new initiatives!).
This is not the only example of an HER doing this, but it is
particularly comprehensive in its coverage, and (I am told) much used
and appreciated by researchers/contractors etc in Highland.
And one possible lesson from this ... note that the site is not
indexing/searching the reports themselves as reports; it is making sure
they are linked to the well-indexed monument/event records that many
users are more likely to be actually interested in.
Sylvina at Highland is on maternity leave, with Giles covering, so I
hope he doesn't mind me raising his profile to deal with the questions
that may arise ;-)
