That's not how the naming convention works (or has ever worked). The
year associated with a Fortran standard is the year of the "feature
freeze". There is nothing unusual about F2008. Fortran 2003 was
published in 2004, f95 in 1997, f90 in 1991, and even FORTRAN 77 was
published in 1978.
