      On November 8-10, 2010, the National Adult Protective Services Association (NAPSA), partnering with the University of California Irvine, Center of Excellence on Elder Abuse and Neglect, will host their annual national conferences at the Westin Gaslamp Quarter Hotel, San Diego, California. Other conference partners include Dr. Nora Baladerian and the California District Attorneys Association. 

      The Archstone Foundation has provided funding for thirteen $1,000 scholarships for APS professionals from California, and the Office for Victims of Crime, Office of Justice Programs, United States Department of Justice is also providing scholarships and other support to the conference (Note: Points of view expressed in this event are those of the organizers and do not necessarily represent the official position or policies of the U.S. Department of Justice).

      2010 NAPSA Conference Registration Fees 

      Pre-Conference: $75 ($55 with NAPSA Conference Registration)

      Members: $325

      Non-members: $400 

      These rates are effective until 10/08/2010; after which the conference member fee increases to $400, the non-member fee to $475, Pre-Conferences to $100, and Post Conference to $120.  Please be sure to note the refund policy on the conference registration site.

      Presentations:

      A diverse range of high caliber presentations will be available from District Attorneys, medical experts, law enforcement, researchers, financial institutions, academia and talented APS professionals. Conference workshops will cover such areas as forensic wounds and financial abuse. 

      Concurrent sessions held over the three days will range from Abuse, Self-Neglect, Elder Substance Abuse, Intimacy and Family Violence. And due to its popularity "Show and Yell" will return to showcase many new innovative sessions and statewide projects.  

      Elder Justice Act – APS Administrators in Particular Take Note!

      There will be a special, three hour session led by Bill Benson, NAPSA National Policy Advisor, Bob Blancato, President of the Elder Justice Coalition, and Marie Therese Connolly, JD, on the Elder Justice Act, its implementation and funding status, and its
      potential significance for APS. Information on other federal programs for crime
      and abuse victims will also be provided. This session will be of special interest to all APS Administrators.

      Social and Networking Activities:

      The conference will also provide many opportunities for networking: the opening night Welcome Reception, followed by the One Act Play “Cherry Pie”; extensive

      The Problem

        a.. Four million persons will turn 60 every year for the next 18 years. 
        a.. Because older persons in the United States control at least 70% of the nation’s household net worth, in the value of their homes as well as in other assets, they are frequent targets for exploitation, not only by scam artists, but also by their own family members and “friends,” who defraud them of billions of dollars annually through theft, fraud, deception, undue influence and schemes of every variation. 
        a.. Numerous government agencies, industry programs and consumer protection organizations address elder financial exploitation in their own spheres of influence, but no one has brought together all the stakeholders to learn from each other and how to work together to effectively tackle these issues.
        a.. Adult Protective Services (APS) Programs are directly involved with victims of elder financial exploitation and work with various stakeholders to protect victims; to prevent exploitation, to prosecute offenders and to educate older persons. 
      The Summit: A Search for Solutions 

      NAPSA will host the very first national summit to address the growing crisis of elder financial exploitation to:

        a.. Examine the issue in its many and varied manifestations.
        a.. Bring together federal and state regulators, the financial services industry, police and prosecutors, consumer advocates, and Adult Protective Services to learn what role each plays in addressing elder financial exploitation.
        a.. Strategize on how BEST to coordinate information, strategies and tactics to strengthen the prevention, identification and prosecution of elder financial abuse through presentations of innovative and successful best practices. 
        a.. As November 11 is Veterans Day, we will have a special observance to honor older veterans.
