This will seriously affect Trading Standards, and those folks who
investigate Council Tax Benefit fraud and many other "non-serious"
offences.
The current mechanisms within the Act would only require a small change
to an SI to deliver what they say they want - and changes will be needed
anyway because of the scrapping of several quangos with powers (eg the
Food Standards Agency).
