I've experience in assessing and using TechSmith's Jing (http://www.jingproject.com/), which has already been mentioned. The lack of in-built editing functionality noted, I found it an easy to learn, quick to use package for creating and sharing Flash video content. The allied free online hosting on Screencast.com is handy, although limiting if uptake and ambitions demand greater storage and bandwidth. Another thing to note is that Jing captures are capped at 5 minutes.
All told, Jing does simple things simply, which may be enough to recommend it. As a free screencasting product, it's not alone, with a number of alternatives already mentioned in other replies and others listed on a blog posting I happened to be reading today: http://www.techlearning.com/blogs/31462
