18th International AIDS Conference: IOM Satellite Event - Spaces of
Vulnerability, Moving Beyond Stigmatizing Migrants
Within the global AIDS response, mobile populations are often identified
as a target for HIV prevention. The term "migrants" is used to discuss
diverse populations, from highly mobile workers to emigrants overseas.
Migration does not equal HIV vulnerability, and not all migrants are at
increased risk to HIV due to their mobility. Policy-makers must "unpack"
this relationship in order to target interventions to those migrants who
do face increased risk of HIV infection.
Research and field experience show that it may be useful to focus on
spaces of vulnerability where mobile populations interact with sedentary
populations. The IOM Satellite Session Spaces of Vulnerability will
explore the latest research, the lessons learned, and the way forward to
reducing HIV vulnerability and risk behaviours among all populations
living and working in spaces of vulnerability.
The session will feature presentations by Rev. Msgr. Robert J. Vitillo
from Caritas Internationalis and Dr. Asif Altaf Chowdery from The
International Transport Workers’ Federation, in addition to Marin Malu
from ACHIEVE and JUNIMA and Penpaktr Uthis from Chulalongkorn University
in Bangkok.
