You may be able to use a free tool my organization offers, Media Access
Generator (MAGpie):

MAGpie can import SAMI, although since SAMI is a very wide specification,
it's possible that it won't do a great job on all SAMI files.
"Timed Text" is slightly more complex. There's a specification for a Timed
Text *track* inside an MPEG-4 (or 3GP) media file. But there's no standard
*external* format for such a track. The latest MAGpie version can create the
MP4BOX version of an external representation of that, and MAGpie can even
mux that file into the MPEG-4 file, creating a copy of the media clip that
has the binary Timed Text track inside the media clip.
