Which would restrict the powers of trading standards to investigate
matters such as unsafe food being sold to unwary consumers, infected
cattle being moved and thus spreading disease, conmen duping pensioners
out of their life savings and so many more.
Reason dictates that a few inappropriate uses of covert surveillance
should not result in its ban. Where do we stop, a few cases of police
arresting the wrong person, so we stop arresting people or a few cases
of MPs committing fraud with there expenses, scrap their expenses? OK,
OK, OK, I possible just defeated my own argument!!!!!!!!!!!!!!!

Not necessarily. The legislation could e.g. be an outright ban on covert
surveillance by all but a few such as the police.

That proposition is based on a fundamental fallacy. Well two, actually.
First of all RIPA is not and never has been "anti-terror" legislation.
It was passed well before 9/11, and while much of it is aimed at serious
organised crime, the rest is to assist in preventing and detecting much
lower level offences.
Secondly, the sorts of surveillance that the Daily Mail reader moans
about (eg snooping on fly tippers and school catchment area fraudsters)
was previously totally unregulated. Indeed, we only know that it's
happening today *because* RIPA forces public authorities to make
assessments of the need and keep proper records.
So exempting the public authorities from RIPA (the "R" is Regulation)
will take us back to the bad old days.
