I have received this reply from our Finance Office:
All international students, regardless of origin are asked to pay a
tuition fee deposit and also the first term's accommodation fees (plus
key & damage deposit, which all students have to pay) in advance.
The tuition fee deposit is a commitment to study here and is required
before a VISA letter can be issued
The accommodation fee is to make the arrival of the student smoother and
less cumbersome.
Part of the reason for the deposits is also due to issues students have
with the various financial bodies around the world. It is often easier
for the transfer of funds to be arranged in advance while the students
are still in their home country (these processes are very time consuming
and it takes a considerable amount of time before the banks release the
monies, with students often having to travel to the branch to make the
arrangements, in some cases this is hundreds of miles). In fact a number
of students pay their fees in full up front because of this.
As far as I am aware no EIA has been done on this policy to date. I
would be interested if others have done one.

We had someone from finance come to me when I was working at Queen Mary
to say that they had implemented a policy about taking deposits from
students from certain countries and not from others. They didn't know
anything about EIA at the time so were coming to me for some advice on
it. They had monitored for the period around a year those students
absconding from paying the balance of their fees and had found that on
the basis of the data collected, students from certain countries were
more likely to abscond hence them introducing this policy. There was a
disproportionate effect, but justifiable but I told them it monitor on a
regular basis as that policy should be reviewed to see if it was still
justifiable.

I suspect to varying degrees you're all involved in implementing the
Points Based Visa System and retaining Highly Trusted Sponsor status for
your institution.
One of the issues that has come up for us is that the UKBA has
recommended as good practice taking substantial deposits from overseas
students. This is widely done and some universities take larger deposits
from students from certain countries (for example Nigeria). Taking a
deposit from overseas students and not from home students must have a
differential impact based on the students' country of origin and could
affect students from lower socio-economic backgrounds in particular.
Whilst the differential impact is presumably justified on the grounds of
immigration requirements, it would be interesting to see the results of
an EIA in this area if anyone has conducted one - or to hear any
thoughts on the matter ...
