Another option could be to look at eXe Learning ( http://exelearning.org/wiki ) - which creates HTML - but, it's designed for educators (not web designers), so far less technical than Dreamweaver & also has eLearning things built in (like, ease of adding a few multiple choice questions).
It's also something you can run from a USB stick (infact, it's included in the TeachApps that RSC Scotland N/E offer - http://www.rsc-ne-scotland.ac.uk/eduapps/download.php )
