Should we be treating private fostering arrangements differently to other
Foster arrangements?
Fostering Services Regulations 2002 SI 2002 No 57 Reg 14
Records relating to a foster parent or other person and any entry relating
to him in a register - Rtain for ten years from date on which his approval
is terminated or until his death if earlier.
All records kept under these regs are for ten years except where the
potential foster parents were not deemed to be suitable then it is 3 years

We have five years from closure as a suggestion. I'm not sure how
clearly defined case closure is but I think there might be problems
around using age as a trigger also.
