Both of you are right. Modern usage has the possessive and apostrophe for the Cambridgeshire (until 1974 Huntingdonshire) parish, but not for the parish in Cornwall. This follows medieval usage: e.g. villa S. Neoti (1203), St Nyot's (1329) for 'St Neot's', and for 'St Neot' Sanctus Neotus (1201), Senniet ([ewarly 12th]14th c.), Seynt Nyet (1284), Sct Neot (1610). The Domesday entry for St Neot is misleading: '[Clerici] S' Neoti (1086). However, St Neot in Cornwall had an alternative name, Neotes- Nietestov (1086), Neotestoce ([11th]12th c), 'Neot's stow/stoc [holy place]'.
By the way, Ellie, you've probably seen JM's article on the window in Jane Cartwright's edited volume, 'Celtic Hagiography and Saints' Cults'. There, for example, she mentions Robert Tubb, vicar of St Neot from 1508 t0 1544 as being among the family donors, but it's not clear to me (it would be to you, I'm sure) whether this refers to the Borlase window.

I don't see what is complicated: the village is called "St Neot", so if
you use an "s" you need an apostrophe :-)
