Shalom,
I am running now a tri-lingual site: Hebrew, Arabic and English and had
built myself several such sites.
You should take into consideration three main issues :
1. The CMS should fully support UTF-8 so that all the text will be
displayed correctly
2. The graphic design of the site should be comfortable for reading from
right-to-left
3. The dirctionality of the text should be from right-to-left (RTL)
