Did a bit of digging and am glad to share with you that this is not MLA
funded. 
Also as an aside, it seems no one at MLA is on the mcg anymore either
...

I don't know anything about this project, though let's assume someone at
MLA does and will fill us in further.
But it raises some questions.

Have Digital Unite done some research to discover what web platforms
already exist that enable communities to build up location-based local
histories?
There are several which could do with some sustained support. MCG
colleagues may know of others, but here's one just for an example, that
was funded by NESTA: http://www.whatwashere.com/

There are of course others that may be more up to date, based on Google
Maps etc.

And, another question, Ning is useful, but is it really the best
platform for building such functionality?
