Physical transfers, or even online transfers (in the course of day to
day processing)? And all the public sector - what about marking of
school exam papers, for example.
ps The "Cabinet Office" is the suitably centralised department where
people working on the security of public sector data live. It doesn't
imply that you need the Cabinet to make the decision!
