There's a scheme in Australia to introduce royalties for visual
artists on the resale of their artworks, so when an artist has sold
her work for $200 and ten years later it is bought by a banker for $3
million, she can get a cut.
I'm not sure of its status, but I think it's gone live.
A little more difficult to administer for books, no doubt...
