Basically it is the Employer who has the responsibility to provide HS, having assessed risks etc. However the principal contractor has a duty under CDM regs to ensure sub contractors have made appropriate arrangements.

Who is technically responsible for undertaking health surveillance on contractors (employed by a different organisation), when they are permanentally contracted to work on our site The contractors have taken over the role that our own employees use to do, which required them to have hearing, lung, and skin surveillance done. Unable to find out from organisation employing contractors if this is carried out.
