SOftware to recognise a barcode printed on a letter exists.
SOftware to print a barcode on a letter exists.
It can be used with various easily available word processing software.
The NHS number is a reasonable effort at an identifier.
SO it could be automated.
It would still be very very stupid to do so, as around 1996 it ceased to
be sensible to print the letters to paper, at least for any recipient or
practice which had said it would like not to have to do the filing and
nowadays scanning.
Some might say that against such a background of progress in simple IT
matters it would be optimistic for anyone to seek to change the whole
patterns of working in the whole NHS in one go by writing large new
software systems which must break new ground and do so on a scale larger
than any existing software system in the world.
THey might go on to say to whoever was promising that it would work that
if they could just crack one of the smaller problems they'd be deeply
impressed and grateful...
