As I understand it, it is fine for the institution to charge any external provider, such as an external assessor, for the hire of a room as they have no connection with your institution and have not been invited in by you. An external assessor or any private individual is in exactly the same position as any external person who wishes to book a room at an HEI -- there is a room hire charge. In the case of the educational psychologists, we have invited them in to provide a service for our students, we have also met with them, discussed their terms and conditions and the expectations on both sides of the agreement. Thus, I think we are in a different contractual relationship with the educational psychologists from that which would be the case for any external supplier.

Isn't this a knotty question?



Claire's response is a good indication of some of the potential

difficulties in charging psychologists and assessors for the use of

rooms!



Firstly there may be a competition law objection to charging an

external assessor and thus unfairly favouring your internal provision.



Secondly there are advantages to supporting the provision of services

for your students - not least of which is the possibility of having

some input to the assessment process and outcome - even if only by

way of information flow and goodwill!
