Agree with MK on Scribd - it's actually very useful to have these documents available on Scribd like that as you can just scroll through the entire document on screen but on this platform it doesn't seem to work as well for downloading. I think the links / downloading confusion is being looked into, there was some chat on Twitter about it last night.
As far as I'm aware there are three published final reports so far and these links will take you to them directly. They don't take you to the 'containing page' (page which contains the PDF as well as a bit of context and additional links for the supporting documentation). More context here http://interactive.bis.gov.uk/scienceandsociety/ - that takes you to the Welcome tab and then to the right of that are the tabs for the home pages of each of the five strands.

I've found that Scribd works particularly well with Posterous^^ as it gives you a *second* 'download' link which really does work, the first just takes you to the Scribd login page.
^^Posterous is a blogging platform which lets you post by writing an email. You can attach PDFs which are reconfigured on the screen as a Scribd page and it will also let you download them. I've been playing with adding science communication job descriptions to this Posterous, admittedly on a fairly ad hoc basis http://scicommjobs.posterous.com/
