Can I offer some help with number 2 -
2. We need to find ways of articulating why data api's are important to
people like stakeholders, funders, copyright holder. This is almost
entirely a non-geek function.
Last year I was involved with the 'Good APIs' project. Although it was
funded by JISC and is primarily aimed at HE/FE there is lots of stuff
that is relevant to the museums community:
http://blogs.ukoln.ac.uk/good-apis-jisc/
The main report has a section on potential benefits of provision of APIs:
http://ie-repository.jisc.ac.uk/343/2/good_api__JISC-report_final.pdf
Hope you find it useful.

There is more at http://mashedmuseum.org.uk - including an API directory of sorts at http://mashedmuseum.pbworks.com/Mashup+directory and a video at http://mashedmuseum.pbworks.com/UK+Museums+on+the+Web+Mashup+day,+June+18th+2008

The wiki approach is sound, but I think people also respond well to a form-based approach as on the mashedmuseum site. Either way, I'll talk to Mia and we'll work out how best to do this.
