ASME temporarily reversed their decision about cutting off access for
years 1990-1999. Until the end of March, 2010 they still provide access
back to 1990.
Here is the e-mail that was sent out in early December by ASME
clarifying the situation:
Dear Librarians,
We would like to take this opportunity to apologize for not notifying
you when we discontinued access to the ASME journal archives (1990 -
1999).
As you may be aware, this access was originally granted as part of a
free introductory trial to the ASME Digital Library. This trial was set
to end in July 2008. Due to a technical oversight the trial did not end
as scheduled.
We are in the process of reinstating access for an additional 90 days
which will terminate on March 31, 2010. We expect that access will be
restored no later than December 31, 2009.

Access to ASME e-journal subscriptions is now restricted to a front
file, from 2000 onwards (save for Mechanical engineering magazine). It
seems there was trial access to the back files which ASME forgot to
