Having read the various opinions so far, it seems as though there are a few
issues to storing pdf.s on file (copyright and the mechanics of setting it up).
Having said that, most people do like the idea of sending out notifications,
and as someone suggested, if someone does not have access, then they can e-mail
the author directly.
This is after all,a place where people send out notifications for other things,
like the ISBA4 conference.
Sending out notifications of publications can be done by anyone and is easy to
do and should anyone wish to do so, the initiative lies with the author(s) and
can be done as regularly as they wish to.
