If they do charge, they shouldn't because their app won't work without your content (and content supplied by similar institutions).
It would cost you to provide the content (in staff time to prepare it in a suitable format, length of text etc).
Worth considering: are Android phones the VHS or Betamax of mobile phones?
For queries such as this, it may be worth spending a few minutes estimating how much time the work would take, how much that costs (staff time, employer's costs such as NI, training + overheads such as admin, office equipment and accommodation etc); and whether the resulting images and text can be re-purposed.
Should museums & other public/charitable cultural institutions start to charge for such content for commercial companies, in the same way as they have charged for reproduction of images of objects/buildings?
