hi

We prepared the following summary of schemes at academic institutions in response to a Cycling England enquiry. You may also find the following link useful which we put together for general bike hire schemes earlier this year.

http://www.dft.gov.uk/cyclingengland/docs/sm14_cycle_hire.pdf

A bicycle hire scheme is in operation at the University of East London (UEL). UEL is working with bike-rental company OYBike to offer the service. The scheme, the first of its kind at a UK university, provides a free access, pay-as-you-go cycling scheme for staff, students and local residents, and all journeys of less than half an hour are free of charge. There are 16 OY bikes can be hired from self-service docking stations at UEL's Docklands and Stratford campuses.

http://www.uel.ac.uk/news/latest_news/stories/bikes.htm

A bike hire scheme operated by OYBike at the University of Gloucestershire's 3 Cheltenham campuses recently closed.

http://www.cyclecheltenham.org.uk/localnews.php#29

The Velocampus bike hire scheme started in Nantes, France in 1997. The scheme evolved from students getting together to offer bikes to their fellow students for less money than a monthly bus ticket. The scheme has 300 bicycles and also sells bicycles, parts and anti-theft devices at cost price as wells as carrying out bicycle servicing and repairs.

The bicycle hire scheme Velocampus Leeds opened on September 16th 2008 and enables students studying at the University of Leeds and Leeds Metropolitan University to rent a bicycle, receive free cycle maintenance advice and training. The scheme is based on the successful 'Velocampus' at Nantes University in France and is being delivered by the universities in partnership with Sustrans, Leeds City Council and Leeds Primary Care Trust (Leeds PCT), funded by the Big Lottery and £20,000 provided by Leeds PCT. The university is working closely with the Leeds PCT who along with providing some of the funding will be monitoring the impact it has on the health of students in the city over the next four years.

Most of the 73,500 students in Leeds live within four miles of their university, a distance which is favourable for cycling. The scheme provided 200 bikes, 100 to each university and over the next 3 years a further 300 cycles will be added to the fleet. All 100 bikes at the University of Leeds were hired shortly after the scheme began with demand outstripping supply by more than 2:1. Approximately 60 of the bikes were hired out at Leeds Metropolitan University with the lower take up attributed to the scheme not being promoted as actively and limited staffing resource.

Saint Xavier University in Chicago opened their GreenBike program in March 2009. The scheme allows students to ride the bikes for free for the first 15 minutes and then at an additional $.60 for every 15 minutes after that.

The University of California, Berkeley offers a bike share program for a fee of $15 a semester, inclusive of maintenance.

http://www.greenrightnow.com/kvue/2009/03/09/biking-the-clean-green-path-to-campus/2/

American University in Washington D.C. began a web-based bike share program in the autumn of 2008. The scheme is small with just 7 bikes in a variety of sizes available to students. Demand for the scheme was initially 35 people have registered for the program, but this was predicted to increase as the weather improved.

Harper Adams University College in Shropshire operate a small bike hire scheme. The scheme began in 2008 with 6 cycles.

The University of Sydney is looking at a bicycle hire scheme to enable staff and students to get around the Camperdown/Darlington campus. A survey was carried out recently to gauge the level of interest.

The Universities of Dundee and Abertay in Scotland are also investigating setting up a bicycle hire scheme for students based on successful projects in Leeds and elsewhere.

It's a very grassroots and basic version, with only some Student Associatio= n support, but http://becycle.org.uk/ is worth a look. I'm happy to have an off-list conversation about it if any= one is interested more, or they will be at the cycling and ethnographies co= nference in Lancaster in a couple of weeks time.

I am trying to leverage some funding from facilities managers here at Lough= borough University to encourage more cycling, along one of the following li=
nes:

  1. Improve current facilities for cycling and bike storage
  2. Develop a bike rental system (e.g. for a term) such as Velocampus Lee= ds system
  3. Develop a technology-based =91pay-as-you-go=92 hire system The original hope was for (3), following the Paris Velolib system (and many= others internationally as well as some UK planned schemes), although the o= nly major UK university case study I am aware of is the failed Bikeabout sc= heme at Portsmouth Uni in the 1990s. The Loughborough University campus is= unique in being the largest single-site campus in Europe, and so particula= rly suited to cycling, plus I would like to tap into the strong sports etho= s here. However, the messages I have to overcome for a bike hire system fr= om managers here are: =93this scheme would not be secure=94 i.e. subject to= theft / vandalism, and =93this scheme is not a viable business proposition= =94.

  * Does anyone have any examples of a technology-based bike hire scheme =
on a university (or education-based) campus?
  * Does anyone have any, preferably evidence-based, arguments to counter=
 these messages?

Responses would be much appreciated.

I would also like to leverage some money also for some innovative social sc= iences based research to develop a scheme from the bottom-up i.e. what type= of scheme (if any) students (and other university users) would be interest= ed in, so that can get their buy in.

Kind regards
Tim
