Others have suggested that at least technically the answer about
obligation may be no.
This seems plausible, but since the two doctors are meant to discuss
the case there must be some contact.
Custom and practice is that this is initiated by the doctor
completing form 4. If the salaried doctor didn't know anyone surely
they could have phoned a partner for advice on the practice's usual
procedures? I would tend to feel that working co-operatively with
undertakers is generally a good idea. Perhaps your salaried doctor,
while being supported as technically right, can be encouraged to
build bridges / mend fences? If the undertakers are repeatedly
offensive, rude or obstructive then action needs to be taken about
that too, but most of the undertakers I've come across over the years
have been supportive and helpful, if, very occasionally, a little impatient ;-)
