I have had to deal with this several times, not in PCTs but other
government bodies. In essence there are people who have only ever been
employed, they have no conception of what it is like to be self-employed
and what is even worse (because human beings can learn about all kinds
of things) is that they have no conception that there is any
significant difference between employment and self-employment.
Which is a little beyond my ken, because there are all kinds or rules
and regs in PCTs wee books about GPs and the only reason they are there
is...because....GPs...are...self-employed, independent contractors.
