Knowing not much....I'd probably go Sketchup (http://sketchup.google.com/3dwarehouse/) or get a Flash developer to do this rather than some kind of custom plugin.
Not sure what detail you can get with Sketchup but placement on Google Earth is quite a compelling use case IMO, and likely to get traffic. See for example http://earth.google.com/rome/

Subject: 3D Imaging Software
We're looking at buying some software that will enable us to take pictures
of museum artefacts/archaeological finds with a simple camera and then
convert them into a 3D model which can be displayed on our website as part
of a virtual exhibition. The 3D image would ideally be rotatable by the
viewer and zoomable.
Does anyone have recent experience with such software? If so which can be
recommended and which should be avoided? We don't have a huge budget for
this.
