I am curious, do airlines do the same thing when we change our details? What about Amazon? When a customer changes their billing address do they ask or worry about these questions? What about when they enter a different billing address than their postal address? Do they question whether that is illegitimate and ask the customer if they are in the midst of an amicable divorce or if they are sending secret presents to a friend?
I would be hugely aggrieved if I was subjected to any questions about my marital status if I and my wife (who may have kept her maiden name) had separate homes or separate accounts and someone was trying to ascertain whether we have an amicable separation and who do our kids go to on a weekend especially because I asked to change my address.
A codeword or a secure online form might be a way around the issues paul raised.
However we need to have a basic level of trust otherwise we as a society and as an organisation would break down. Yes, mistake will be made and viscious people will take advantage of that trust but that is why justice hunts them down remorsely and punishes them to the full extent of the law.
I would rather have a local authority trying to do the right thing than waiting impassively.

Everyone seems agreed that a single contact should be able to update all of
a council's address records, but Doreen makes the key point: "when people
phone in we advise them ...". I would go further and ask people whether
that was their wish.
I'm all for councils being helpful and straightforward, but I would be very
unhappy if the propagation of a change of address throughout the council
took place without the individual being carefully consulted (as some have
suggested on the basis of an e-mail or answerphone message), for three
reasons:
1) It is conceivable that I might legitimately have two different addresses
for my business with the council. (For example, the council may need to
know where I really live, but if it's a block of flats where post gets
stolen I may want to use a different address for receiving crucial
documents. I may be a buy-to-let landlord, with the bills for one address
going to a different address, etc, etc.) I can see a considerable potential
for getting it wrong if the council does a blanket update without checking.
2) Many addresses that the council holds against an individual name will
actually relate to more than one person. If a family is splitting up one
parent may be staying put while the other moves, and the kids could even be
going to a third address. Which addresses would be changed?
3) The change of address could be temporary. If I'm moving out for three
months while the house gets gutted and rebuilt, I won't thank the council
for changing every single record it has of me - including the one which
indicates which school catchment area I live in, just before I have to make
a secondary school application.
So, customer-centric, minimise hassle approach: yes please! Make
assumptions about how I want my data handled, and don't check with me:
recipe for potential disaster.
