I can't comment on exact prices you would need to contact your client manager for this. There may even be some flexibility in the need to travel to Washington.
However on a personal note, it doesn't seem that different to my MSCE which cost me more than 3000 USD and any e-learning administrators CV would look great with 'Blackboard Certified Administrator' listed on it.
