If you search the Jiscmail system you will see that I sent a paper on
this matter (3yrs ago?) with an attachment. It was Paul N paper in QJEG
on CLR7 and talked about averaging areas. However lots of people with
different ideas on averaging areas!

It was more about finding a reference-able (if that's a word!)
definition of an averaging area - The CL:AIRE guidance refers to CLR7
which is now withdrawn, but in the absence of anything else - I shall
carry on using CLR7s one!
