That would have been "The Deliverance of Fort Bucklow", of which there
is a Haggard copy and a Hitler copy! Block attributes to Kipling a
brief fixation on the "curious notion that the British Empire was
menaced by an unholy alliance of Jewish international financiers and
Jewish Bolsheviks". However, he says, "Kipling wasn't the sort of
moral degenerate to whom anti-Semitism comes naturally, and he didn't
persist in it...."
The date of first publication is given as 1979, which fits with your
idea about Birkenhead.
